Reagan wasn’t in office yet. The curriculum designed to soften my generation was still being drafted. Charlotte Iserbyt — Senior Policy Adviser inside the Office of Educational Research and Improvement, U.S. Department of Education — was watching it get written from the inside, keeping notes on everything she witnessed. The policies she’d later risk her career to expose were being assembled in conference rooms I’d never see, by people who understood exactly what they were constructing.

I was the demographic they had in mind.

Down here on the bayou, we called the result the quiet.

Not peace — peace you earn or stumble into by grace or accident. The quiet was administered. Dispensed in white paper cups. Offered at kitchen tables by mamas who’d been told the same story their mamas had been told. Built into the architecture of the places they sent the people who got too loud.


MKUltra ran from 1953 to 1973. That’s not a rumor. That’s a Senate record — exposed by the Church Committee and the Rockefeller Commission in 1975, after CIA Director Richard Helms ordered most of the files destroyed in 1973. What survived was enough to make anyone’s jaw go slack.

The program tested LSD, hypnosis, electroshock, and sensory deprivation on unwitting subjects — people in universities, hospitals, prisons. Not volunteers. Not soldiers who signed waivers. People who didn’t know they were in an experiment. The goal was behavioral modification. Control. A more manageable human.

But MKUltra had a cousin nobody talks about.

MKOFTEN was a joint CIA and Department of Defense operation that picked up where the drug experiments left off. It went further into behavioral and toxicological effects of chemical compounds. And then it went further still — into documented recruitment of astrologers, clairvoyants, fortune-tellers, and occult practitioners. That’s not folklore. That’s in the declassified record. The government was running black-budget experiments that included consulting people who read futures in the dark.

Think about that for a second. The same apparatus that handed out pills in hospitals and ran electricity through veterans’ skulls was also paying for occult consultation. And neither program was an accident. Neither was rogue. Both were budgeted. Both were approved.

They weren’t treating the mind. They were studying how to manage it.
